您提出的关于支持长治市建设全生物降解（渗水）地膜示范区的建议收悉。经商财政部，现答复如下。
近年来，我部会同有关部门积极推广全生物降解地膜，加快相关产品的评价和应用，将其作为解决地膜污染问题的一个重要发展方向。2021年起，我部在河北、内蒙古、甘肃等12个省（区）建设了19个全生物降解地膜评价应用基地，对不同类型的全生物降解地膜进行适宜性、可控性、安全性等方面的评价验证，加快产品性能改进和质量提高，总结了一批典型应用技术规程与模式。2023年，将山西省纳入到有关项目实施范围，进一步支持长治市等地区做好全生物降解地膜评价验证，加大成熟适宜产品遴选，科学推进规模化应用。
下一步，我部将与财政部进一步完善相关政策措施，抓好全生物降解地膜评价应用工作，加强对新产品、新技术的跟踪研究，指导各地加大成熟产品的推介力度，选择适宜区域和适宜作物科学推广全生物降解地膜。
